DRUG SCREENING POLICY
Louisiana Technical College - Alexandria Campus is committed to maintaining a drug free educational facility and recognizes its responsibility to provide a healthy learning environment by which students may succeed in their attempt to become members of their chosen health care profession. The illegal and misuse of alcohol or drugs within the structure of the technical college system interferes with the accomplishment of this mission. Various federal and state laws and regulations apply to enrollees of the Louisiana Technical College – Alexandria Campus including the Drug-Free Schools and Communities Act Amendment of 1989, Public LQ 101.226. Sec. 22, Drug-Free Schools and Campuses, and the Revised Statutes of the State of Louisiana.
Definitions: Louisiana Technical College – Alexandria Campus- any property, campus, or instructional site affiliated with the campus programs.
Controlled substance – a controlled substance in Schedules I through V of Louisiana R.S. 40:964 pr Section 202 of the Controlled Substances Act, 21 U.S.C. 812.
Misuse of alcohol - any possession, consumption, or other use of an alcoholic beverage in violation of this policy.
Safety-sensitive performance – instructional performance that may: a. Allow access to controlled substances (drugs) b. Require performance skills to operate or maintain machinery or hazardous material c. Require performance skills that involve the physical safety and well being of others.
General Policy
The unlawful manufacture, distribution, dispensation, possession or use of a controlled substance and the misuse of alcohol within the Louisiana Technical College – Alexandria Campus or in any location from which a student conducts instructional performance as an extension of campus instructional programs is prohibited. The use of drugs/medications prescribed by a licensed physician is permitted provided that it will not affect safety-sensitive performance or safe educational performance. Louisiana Technical College – Alexandria Campus reserves the right to have a licensed physician of its own choice determine if the use of a prescription drug/medication produces effects which may impair safe performance or increase the risk of injury to the student or others. If such is the case, Louisiana Technical College – Alexandria Campus reserves the right to suspend instructional activity of the student during the period during which ability to safely perform activities may be adversely affected by the effects of such medication. Unlawful violations are subject to referral to appropriate authorities for prosecution. Students, visitors, and employees are expected to adhere to all federal, state and local ordinances concerning illicit drug and alcohol violations. Without reference to any sanctions which may be assessed through criminal justice processes, violators of this policy, including refusal to submit to drug testing when requested to do so, will be subject to disciplinary action up to and including termination of program enrollment.
Alcohol use is prohibited extending to: 1) use of alcohol on LTC – Alexandria Campus or any location from which a student conducts instructional performance as an extension of campus instructional programs 2) use of alcohol during the performance of safety-sensitive functions 3) having a prohibited alcohol concentration level in the individual’s system while performing instructional skills.
Drug Tests/Screens
Louisiana Technical College - Alexandria Campus reserves the right to require students to submit to drug testing for pre-enrollment or continued enrollment, randomly per protocol established with designated testing laboratory, for cause such as but not limited to observable erratic behavior, slurred speech, staggered gait, dilated/pinpoint pupils, wide mood swings, direct observation of drug use, or post accident or incident. Drug testing/screening is performed for any or all of the following classes: amphetamines, barbiturates, benzodiazepines, cocaine, marijuana (Thc), methadone, opiates, phencyclidine, methamphetamines, methylenedioxymethamphetamine(MDMA), as well as alcohol. Louisiana Technical College - Alexandria Campus shall have the authority to change the panel of tests without notice to include other illegal substances. Refusal by a student to be drug tested will imply guilt and will be cause for dismissal from the program.
The Campus Dean or his/her designee will notify Trace Detection Services L.L.C.(or a school designated comparable service) to schedule on site testing or prior to sending a student to them for specimen collection. The student will sign a consent form for testing and will present a photo ID to the Services Personnel prior to testing. Drug testing will be at the student’s expense.
If Trace Detection Services, L.L.C. (or school designated comparable service) confirms that the drug test is positive:
1. The student must provide documentation from a physician (on the first working day after receiving the positive results) that the student is currently under medically supervised treatment for a short term illness or injury, has a prescription for the identified drug, and is physically, mentally, and emotionally fit for clinical practice. 2. The student may elect to drop out of the program to pursue medical treatment. 3. If the drug test identifies illegal drugs or illegal or misuse of legal drugs, Louisiana Technical College, Alexandria Campus will impose disciplinary sanctions up to and including termination of program enrollment. 4. A student with a positive drug test will be referred to a Substance Abuse Treatment Program.
